1. Every person accused of crime has the right to be presumed innocent until proved guilty according to law in a public trial at which he has had all the guarantees necessary for his defense. 2. No person shall be convicted for acts or omissions which when committed were not criminal under national or international law. Nor shall a heavier penalty heavier than that applicable at the time of committing the crime.
